Rivers Sole Administrator Appoints LGA Heads Despite Court Order

Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has appointed administrators for the state’s 23 Local Government Areas, just hours after a Federal High Court in Port Harcourt reportedly barred him from doing so.
The restraining order, issued by Justice Adam Muhammed, followed a suit filed by the PILEX Centre for Civic Education Initiative challenging Ibas’ authority to make the appointments.
Undeterred, Ibas also approved the reconstitution of suspended boards, agencies, and parastatals. The announcements were made Wednesday by the Secretary to the State Government, Prof. Ibibia Worika, who said the appointments take effect from April 7, 2025.
Last week, the sole administrator suspended all MDA heads and cancelled all pending procurement processes, ordering refunds to affected contractors due to the absence of an appropriation law and a Supreme Court ruling.
