The Office of the Secretary to the Government of the Federation (OSGF) has responded to recent misleading reports concerning the tenure of Professor Abdullahi Mustapha as the Director General of the National Biotechnology Research and Development Agency (NBRDA).

The clarification comes after various media outlets reported allegations regarding the legality of his reappointment, prompting concerns among stakeholders in the biotechnology sector.

In a statement released on May 6, 2025, the OSGF affirmed that the reappointment of any Chief Executive of a Federal Government agency lies solely within the President’s authority.

President Bola Ahmed Tinubu officially approved the reappointment of Professor Mustapha for a final term of five years, effective October 31, 2024. This decision aligns with established laws and regulations governing such appointments.

The role of the Secretary to the Government of the Federation (SGF) in this process is to communicate the appointment, issue the official appointment letter, and maintain documentation of the appointee.

While the SGF has faced scrutiny regarding the legitimacy of the reappointment process, the office emphasized that it acts strictly on the directives of the President, ensuring that all actions are in compliance with legal frameworks.

The OSGF’s statement also addressed claims of “impunity” and procedural breaches, labeling these assertions as unfounded.

The office reassured the public and stakeholders that all actions taken concerning Professor Mustapha’s reappointment were conducted transparently and in accordance with presidential directives.

This clarification aims to restore confidence among those invested in the agency’s leadership and direction.

In light of the ongoing misinformation, the OSGF urged the public and relevant parties to disregard the false narratives that have been circulating. The agency underscored the importance of relying on verified information rather than speculation, particularly in matters concerning leadership in critical governmental roles such as the NBRDA.

As the biotechnology sector continues to evolve, the stability of its leadership is crucial for fostering innovation and research. The reaffirmation of Professor Mustapha’s role is seen as a step towards maintaining continuity and progress in Nigeria’s biotechnology initiatives, and the OSGF remains committed to supporting the agency’s mission in the years to come.
