By Ibrahim Olayiwola/LAGOS//After 13 years of subscribing to a real estate property tagged Paparazzi Estate promoted by NTA Tejuosho and Rattawu, subscribers are yet to receive their allotted plots. The aggrieved subscribers are embittered with the attitude of the management of the estate and the turnout of events which has dragged endlessly for over a decade.

According to the documents of one of the subscribers cited by our correspondent, payments were made into NTA Lagos/ETV’s First Bank account- 2016293821 while receipt of Radio, Television, Theatre and Arts Workers Union of Nigeria (NTA Lagos Channel 10 & Educational Television Chapter) was issued. The form filled by the subscriber and the Land Allocation Letter at Paparazzi Estate are also in the same name.

On the allocation letter, the accredited representatives of Rattawu NTA Lagos/ETV through the Paparazzi Estate Development Committee approved the allocation of plots. The signatories on the letter are Comrade Hilary Ugwuegbu, Chairman, Rattawu, NTA Lagos/ETV) and PEDC; Comrade Clement Esezobor, Vice Chairman, Rattawu, NTA Lagos/ETV) and PEDC and Arc. Rotimi Adedamola, Managing Director, Adcon Consult Co. LTD and Estate Developer/Sec PEDC.

The subscribers added that they were given a price list for the building design within the estate which was paid directly into Adcon Consult Co. Ltd’s Skye Bank account- 4090784731.

The subscriber made it known that to allay their fear at the time of purchase, there was a Land Charting Certificate from the Bureau of Lands and Survey, Office of the Governor, Oke-Ilewo, Abeokuta, Ogun State with Ref No- LM10/23Vol.XT/185.

To compound their agony, in 2023, the promoters of the land claimed that the beacons on the lands had been cleared off and new beacons needed to be made and this attracted another payment. The account details supplied is Paparazzi Estate Association, United Bank for Africa- 2261864096. After collecting 15,000 from each of the subscribers, on 21st November, 2023, Mr. Patrick (08175937915) one of the promoters claimed that “reallocation was suspended because of the wet weather challenges. We are waiting for it to improve then we will resume the exercise.”

Subscribers were assured by Arc Adedamola on 6th December 2023, that Land reallocation will begin at the end of January 2024.

By 12th January, 2024, Arc Adedamola said due to the prevalent rate of building materials, the beacon replacement rate was increased to 25,000. Thereafter few allocations were done haphazardly in batches and the point of convergence remained NTA office at Tejuosho. Since April 2024 reallocation of plots have stopped due to flooding of the site. By 4th July 2024, Arc Adedamola said it takes weeks after rain subsides before the land becomes dry enough for accessibility. The subscribers are still stranded.

According to one of the aggrieved subscribers, Evangelist Tessy Ilide said she bought the property because her brother was a member of staff. Unfortunately, she was not given any document to even confirm her payment and she has used tried various means to get the document and also know the state of her investment. She lamented that one of her friends, Mrs Alegbede, who also bought the property has died and it is not definite that her spouse would be allotted the property bought by his late wife.

In his response, Arc Adedamola said, records of the subscribers are intact, however there can be issues with a few people out of hundreds. He promised to check through the records provided some details of the purchase is shared with him.

In their frustration, the subscribers will want the prompters of the estate to assign the properties to the rightful owners and let them determine what they want they want to do with their investment. The subscribers have threatened to institute a legal action against NTA/Rattawu and all the administrators of the estate. They will also invite economic and financial crimes agency if they do not hand over their properties or pay up their investments at the current rate properties are sold in the neighbourhood.

Arc Rotimi Adedamola couldn’t respond to calls and text messages sent to him over the delay in allocation but  Clement Esezobor referred SECURITY MONITOR to one Mr. Patrick who affirmed that the management of the estate is on break and that when they resume, the allocation of the lands will continue.

“This is an estate and I can assure you that the lands are safe. If it’s not safe Omoonile would have seized it and relocate buyers into the bush. So, no matter how long,  subscribers would surely get their lands’, he said.
